This is a very simple process to address. It requires two small systems at each polling site.
- One server takes in votes (via screen entry or ballot scan) and tabulates the votes while adding a timestamp and location I’d to each record
- A second system periodically connects to the first and is fed a vote total. It then disconnects from the first system, connects to a county or state level system and feeds the total to it/them.
- Every hour a person must view the totals on system one (a simple inquiry screen - no updates) and they call the same county/state and provide their total which must match what server two sent.
Neither of the two servers allow for maintenance during the vote.
Only server two ever connects to county or state servers via a dedicated line.
